There’s no way to restore an account that was deleted by you or someone else with your password. You can set up a new account using the same email address you used previously, but it’s possible that you won’t be able to obtain the same username.
After 30 days of your request to delete your Instagram account, it will be destroyed permanently and you will not be able to recover your data.

There is no such thing as a magic number for how many times an account must be reported before it’s banned, however, there is a cap on the number of fraudulent activity reports.
