Click on the sort button. Choose the newest first or Top comments. Not clearing cache results in many technical issues and may also lead to comments not showing. So, try deleting the cache on regular basis for the smooth functioning of the YouTube website. For Windows: Press the Ctrl+F5 key together. For Mac: Press Command+Option+RSometimes this issue might arrive if you have not updated the app. Try uninstalling and reinstalling it with the latest version.
